Barrierefreiheit - vor allem digitale Barrierefreiheit - ist die Grundlage und Voraussetzung für die Achtung, Umsetzung und Wahrnehmung dieser Menschenrechte.

Die persönlichen Daten eines Menschen sind mehr als nur schützenswert – sie sind „schutzwürdig“ – Menschendatenschutz.

Der Schutz - vor allem der digitale Schutz - der persönlichen und privaten Daten eines Menschen und die eigenständige Kontrolle darüber ist ein Menschenrecht – Menschendatenschutz.

Barrierefreiheit und Datenschutz - Menschendatenschutz - stehen an erster Stelle - nur darauf kommt es an! Alles andere ist im Vergleich dazu völlig unwichtig. Diese zwei absoluten Grundvoraussetzungen jeder Internetzseite stehen über allen anderen Kriterien; sie haben absoluten Vorrang.

Barrierefreiheit und Datenschutz sind nicht nur gesetzlich vorgeschrieben, sondern auch eine Frage des Anstandes, des Charakters, der Haltung - eine Frage der Ehre und Würde!

Das Benachteiligungsverbot fordert der spezifischen Situation eines Menschen mit Behinderung - zutreffender: „Menschen - die behindert werden“ - so Rechnung zu tragen, dass dessen Teilhabemöglichkeit der eines Menschen ohne Behinderung gleichberechtigt ist.

Zur digitalen Barrierefreiheit gehört, dass mindestens alle Inhalte - alles - entweder optisch - mit den Augen - oder akustisch - mit dem Gehör - wahrgenommen werden kann.

Dies ist das unterste Minimum und Niveau, da es trotzdem immer noch Menschen gibt, die leider ausgeschlossen bleiben, so auch Menschen mit Taubblindheit. Hierzu bietet TWN aber gesonderte Lösungen an.

TWN ist nicht gesetzlich zur Barrierefreiheit verpflichtet. Jedoch ist der Internetzauftritt barrierefrei (mit wenigen Ausnahmen, wie leider u. a. für Menschen mit Taubblindheit). Alle Inhalte dieses Internetzauftritts sind zumindest entweder optisch oder akustisch wahrnehmbar.

ANFORDERUNGEN, STATUS DER KONFORMITÄT, UMSETZUNG

Die Internetzseite erfüllt die Anforderungen an die Barrierefreiheit.

Es gelten die folgenden Standards und Richtlinien:

Web Content Accessibility Guidelines (WCAG), Version 2.2, Stufen A und AA und AAA

Schutz der Privatsphäre des Nutzers; auch bei allen Barrierefreiheitsfunktionen.
Menschendatenschutz ist oberster Grundsatz.

Dieser Internetzauftritt ist weitgehend barrierefrei (mit wenigen Ausnahmen, wie leider u. a. für Menschen mit Taubblindheit). Hier werden gesonderte Lösungen angeboten. Ggf. wird um Rückmeldung gebeten.

Alle Inhalte können entweder optisch - mit den Augen - oder akustisch - mit dem Gehör - wahrgenommen werden.

Nutzung der Internetzseite mit assistiven Technologien, ohne dass Informationen verloren gehen.

Soweit erforderlich, barrierefreie Identifizieren oder Authentifizieren, u. a. durch Alternativen.

Zusätzlich gibt es das anwählbare („klickbare“) Piktogramm „Rollstuhlfahrende“ - Internationale Symbol für Barrierefreiheit (International Symbol of Access  - ISA) der ISO 7001 (AC 001). Sowohl der Menüpunkt „Erklärung zur Barrierefreiheit“, wie auch das Piktogramm „Rollstuhlfahrende“ führen zurück zu dieser Seite mit der ausführlichen Erklärung zur Barrierefreiheit.

Obwohl die Erklärung zur Barrierefreiheit die digitale Barrierefreiheit auf dieser Internetzseite betrifft, wurde das Piktogramm „Rollstuhlfahrende“ zur Vereinfachung genutzt, da es weltweit am bekanntesten ist. Alle anderen Piktogramme (ISA) sind weniger oder nur regional begrenzt bekannt.



VERBESSERUNG DER BARRIEREFREIHEIT

Zur Erreichung und Verbesserung der Barrierefreiheit und der Benutzerfreundlichkeit wurden u. a. folgende Maßnahmen ergriffen:

MENÜPUNKTE / QUERVERWEISE

Die Menüpunkte  bzw. Querverweise (sog. „links“) sind in Großbuchstaben und als lesbare Worte (Text, Vorlesefunktion) dargestellt.

Bei sog. Mauskontakt werden Menüpunkte  bzw. Querverweise unterstrichen angezeigt.

Für die Menüpunkte bzw. Querverweise wurden nur lesbare Worte (Text, Vorlesefunktion) und keine Fotos, Bilder oder Grafiken verwendet. Alle Menüpunkte  bzw. Querverweise sind daher vorlesbar (Text, Vorlesefunktion).

Die Menüpunkte  bzw. Querverweise sind aufgrund der besseren optischen Strukturierung zusätzlich in dunkelblauer Farbe auf weißen Hintergrund. Jedoch ist auch hier keine Farberkennung erforderlich, da alle Menüpunkte  bzw. Querverweise (sog. „links“) in Großbuchstaben und als lesbarer Text (Vorlesefunktion) dargestellt sind.

Auch in der Vorlesefunktion werden die Menüpunkte  bzw. Querverweise in Großbuchstaben dargestellt. Der Menüpunkt wird mit dem Zusatz „Menüpunkt“ angekündigt und in vorlesbaren, schwarzem Text auf weißen Hintergrund beschrieben. Die Beschreibung des Menüpunktes ist in der rein optischen Darstellung nicht sichtbar; nur in der Vorlesefunktion. Unmittelbar danach folgt der Menüpunkt in Großbuchstaben. Da alle Menüpunkte bzw. Querverweise als vorlesbare Worte (Text) dargestellt sind, werden diese nochmals vorgelesen. Sollte dies zu redundant („doppelt gemoppelt“) sein, wird um Rückmeldung gebeten. Bisher wurde dies jedoch von der Mehrheit als sinnvoll erachtet.

Um nicht zu viele unterschiedliche Schriftgrößen oder weitere Farben zu verwenden, sind einige Überschriften und besonders wichtige Punkte auch in Großbuchstaben dargestellt, die jedoch keine Menüpunkte  bzw. Querverweise und daher nicht auswählbar („klickbar“) sind. Von den Menüpunkten  bzw. Querverweisen können diese bei Mauskontakt unterschieden werden, denn nur die Menüpunkte  bzw. Querverweise erscheinen dann unterstrichen, bloße Überschriften jedoch nicht. Da es sich jedoch um Überschriften bzw. besonders wichtige Punkte handelt, wurde bisher diese besondere, zusätzliche Wahrnehmung nicht als hinderlich erachtet, auch wenn diese dann nicht auswählbar waren.

Für die akustische Wahrnehmbarkeit reicht die fast in jedem INP (Internetznutzerprogramm, sog. „internet browser“) eingebaute Vorlesefunktion aus, ohne das es weitere Erweiterungen, Installationen, Programme bedarf. Farberkennung

Bei der Farbumkehr ist daher der Text in Weiß auf schwarzen Hintergrund.

Überschriften und etlichen Zitate sind aufgrund der besseren optischen Strukturierung in dunkelblauer Farbe. Jedoch sind alle Überschriften und Zitate lesbarer Text. Daher ist auch hier keine Farberkennung notwendig.

Der Grundsatz ist hoher Kontrast durch lesbaren Text in schwarz auf weißem Hintergrund. Dieser Grundsatz ist Prinzip. Sollten jedoch ausnahmsweise, z. B. durch Übernahme aktueller Informationen weitere Farben benutzt werden, werden ausnahmslos zu allen  Farbinformationen Alternativen angeboten, die farbunabhängig sind.
